Overview of ADHA

Abu Dhabi Housing Authority, was established in October 2012 by the decree number (4) issued by His Highness the Head of State (may god protect him) under the chairmanship of H.H. Sheikh Hazza Bin Zayed Al Nahayan, Deputy Chairman of the Emirate of Abu Dhabi Executive Council and Chairman of ADHA, to realize the vision of the UAE prudent leadership through the development of housing programs and initiatives to meet the needs of the citizens of the Emirate of Abu Dhabi. 

ADHA's remit is to work on the development and implementation of housing programs for the citizens propose rules and legislations. Also, building and maintaining a central database of the citizens, and identifying tools and frameworks to engage the private sector towards the achievements of ADHA's vision and aspirations.

ADHA's vision focuses on providing decent housing that meets the needs and special requirements of all citizens of the Emirate of Abu Dhabi. Such vision includes terms of preferences of the citizen including but not limited to, location, design, size and cultural values.

ADHA's main offices are located in the city of Abu Dhabi and Al Ain. However, there are future plans to establish new customer service branches in the city of Abu Dhabi, and the Eastern and Western region.

ADHA Function's

  1. Implement the supreme orders related to housing programs in the Emirate.
  2. Suggesting policies, strategies and legislations related to housing programs. For this purpose, the Authority may request data and information from the concerned authorities.
  3. Determining the requirements needed for the implementation of the housing program; Setting up the logistics for the infrastructure requirements as well as preparing the engineering services.
  4. Developing housing programs as well as preparing the rules and regulations of every program, including the determination of the program objectives, mechanism of action and implementation plans, and the terms of housing allocation.
  5. Preparing the budget for the execution of each of the housing programs.
  6. Supervising and controlling the implementation of the plans and programs approved in coordination with the concerned authorities.
  7. Maintaining a central data base for nationals, linking the same to the concerned authorities and verifying the confidentiality and security of such information.
  8. Receiving nationals' applications related to housing programs of all kinds, studying the same and taking the appropriate decision thereon in the light of supreme orders.
  9. Studying the applications of housing programs loans for nationals and taking the appropriate decisions thereon according to supreme orders.
  10. Any other competencies entrusted to the Authority by the Ruler of Abu Dhabi, the Crown Prince or the Executive Council.

Basheer Khalfan Al Mehairbi

Executive Director, Support Services

H.E. Basheer Khalfan Al Mehairbi supports ADHA's department plans and projects by providing a wide spectrum of services across human resources, procurement and general services, IT, and finance. He also oversees the implementation of the support services and performance enablers, and ensures that ADHA's budget is consolidated based on yearly needs and Abu Dhabi Government requirements.

Before joining ADHA, H.E. Al Mehairbi was Information Technology Director at HA-AD and Deputy Executive Director of SEHA's IT department. He was responsible for a game-changer project for the health sector – the unification of patients' electronic medical records. The system helps reduce medical mistakes, maintain medication safety, and decrease operational costs. He also championed state-of-the-art IT solutions to support decision-making processes in health facilities.

H.E. Al Mehairbi holds a Bachelor's degree in International Business, and an MBA in Finance from Al Hosn University.

He was a recipient of the ADSIC Effort and Governance Team Award (2008)


Khalifa Khadem Al Hemeiri

Executive Director, Policy Development and Strategic Planning Sector

H.E. Khalifa Khadem Khalifa Al Hemeiri is responsible for reviewing and proposing allocation policies for houses, plots, and future housing services using the results of related studies and research, and demographic and social statistics, including demand and supply of the benefits offered by ADHA. He is the custodian of ADHA's strategy according to the Abu Dhabi Government's plans.

Before joining ADHA, H.E. Al Hemeiri worked in several positions, including Director of Strategy at the Abu Dhabi Systems & Information Centre (ADSIC), where he was responsible for running the e-government strategy, in addition to other key e-projects. H.E. Al Hemeiri also served in the Ministry of Presidential Affairs, where he co-founded the Strategic Planning and Performance Monitoring Department, and contributed to the development of the Ministry's Strategic Plan 2008-2012. Before that, he headed the Financial Analysis Section, Investment in the Private Department of the Late Sheikh Zayed Bin Sultan Al Nahyan.

H.E. Al Hemeiri holds a BSc in Business Administration and Finance, a post-graduate diploma in Scientific Research methodology, and an MSc in Business Administration.


Khalifa Al Sghayer Al Ketbi

Executive Director, Housing Services

H.E. Khalifa Al Sghayer Al Ketbi oversees Customer Relationship Management and the services provided through customer service centres across the Emirate of Abu Dhabi. He also provides support and advice to UAE nationals requiring housing benefits.

Before joining ADHA, he was the Head of Human Resources, then Deputy Executive Director at Al Rahba and Al Mafraq hospitals, as well as Director of the Corporate Contracts Unit and Deputy CEO for Operations. He has received several awards, including the H.H. Sheikh Saif Bin Zayed Award (Ideal Partner) 2012; and the Arabian Excellence award 2010 for the development of the Emergency and Response Services project.

Mr. Al Ketbi holds an MBA, an MSc degree in Strategic and Security Studies, a Diploma in Human Resources Management, and a BA in International Relations.


Ahmed Badr Al Qubaisi

Executive Director, Housing Units Allocation

H.E.  Ahmed Badr Al Qubaisi oversees the services offered by the Housing Loans Sector in ADHA, from studying loan applications and monitoring financial institutions as they disburse loans, to reviewing various lending programmes and policies. He also contributes to the development of plans and programmes to expand the options available for citizens and diversify the sources of government funding in the emirate.

Previously, Mr. Al Qubaisi held several positions in the Department of Finance, including Head of Residential and Commercial Buildings Loans Directorate. He also served on committees of housing and land allocation and commercial building financing, as well as being a founding member of ADHA.

He holds a BSc in Computer Science.
