Overview of ADHA


Abu Dhabi Housing Authority, was established in October 2012 by the decree number (4) issued by His Highness the Head of State (may god protect him) under the chairmanship of H.H. Sheikh Hazza Bin Zayed Al Nahayan, Deputy Chairman of the Emirate of Abu Dhabi Executive Council and Chairman of ADHA, to realize the vision of the UAE prudent leadership through the development of housing programs and initiatives to meet the needs of the citizens of the Emirate of Abu Dhabi. 

ADHA's remit is to work on the development and implementation of housing programs for the citizens propose rules and legislations. Also, building and maintaining a central database of the citizens, and identifying tools and frameworks to engage the private sector towards the achievements of ADHA's vision and aspirations.

ADHA's vision focuses on providing decent housing that meets the needs and special requirements of all citizens of the Emirate of Abu Dhabi. Such vision includes terms of preferences of the citizen including but not limited to, location, design, size and cultural values.

ADHA's main offices are located in the city of Abu Dhabi and Al Ain. However, there are future plans to establish new customer service branches in the city of Abu Dhabi, and the Eastern and Western region.

ADHA Function's


  1. Implement the supreme orders related to housing programs in the Emirate.
  2. Suggesting policies, strategies and legislations related to housing programs. For this purpose, the Authority may request data and information from the concerned authorities.
  3. Determining the requirements needed for the implementation of the housing program; Setting up the logistics for the infrastructure requirements as well as preparing the engineering services.
  4. Developing housing programs as well as preparing the rules and regulations of every program, including the determination of the program objectives, mechanism of action and implementation plans, and the terms of housing allocation.
  5. Preparing the budget for the execution of each of the housing programs.
  6. Supervising and controlling the implementation of the plans and programs approved in coordination with the concerned authorities.
  7. Maintaining a central data base for nationals, linking the same to the concerned authorities and verifying the confidentiality and security of such information.
  8. Receiving nationals' applications related to housing programs of all kinds, studying the same and taking the appropriate decision thereon in the light of supreme orders.
  9. Studying the applications of housing programs loans for nationals and taking the appropriate decisions thereon according to supreme orders.
  10. Any other competencies entrusted to the Authority by the Ruler of Abu Dhabi, the Crown Prince or the Executive Council.

Our Leadership


 

His Excellency Hamad Nekhirat Al Ameri, Director General

 

His Excellency Basheer Khalfan Al Mehairbi, Executive Director of Support Services

In his position as the Executive Director of Support Services, Basheer Khalfan Al-Mehairbi supports ADHA's department's plans and projects by providing a wide spectrum of services across the functions of human resources, procurement and general services, IT and finance. He also oversees the implementation of the support services annual plans, and ensures that the budget is prepared based on the yearly needs and Abu Dhabi Government requirements.

Prior to joining ADHA, Al Mehairbi was the Information Technology Director at HAAD and Deputy Executive Director of IT department at SEHA. He was responsible for a milestone project, which aimed at implementing a system to create unified electronic medical records for patients. The system helps reduce medical mistakes, maintain medication safety, and decrease operational costs. In addition, he worked on the implementation of Oracle eBusiness suite of ERP applications, and Anthem's Business Intelligence applications to support decision making process in health facilities. Furthermore, Al Mehairbi prepared an IT strategic plan for the management of IT projects in accordance with the international standards from Gartner's technology research.

Mr. Basheer holds a Bachelor degree in Internaltional Business, and he is currently preparing for MBA degree in Finance. Mr. Basheer certified on Microsoft System Engineer (MSCE) and E-Commerce Certified (CIW), and is a member of the Project Management Institute (PMI).

Al Mehairbi is a recipient of ADSIC of Effort and Governance Team Award (2008).

 

His Excellency Khalifa Khadem Khalifa Al Humairi, Executive Director of the Policy Development and Strategic Planning Sector

In his capacity as the Executive Director of the Policy Development and Strategic Planning Sector, Al Humairi is responsible for reviewing and proposing allocation policies for houses, plots and future housing services in light of the results of related studies and research, and demographic and social statistics, including the demand and supply of the benefits offered by ADHA. He also develops strategic plans that serve the realization of ADHA's vision and mission to provide adequate housing for the citizens of the Emirate, in partnership with the internal sectors and departments, and key partners.

Prior to joining ADHA, Khalifa worked in several positions, including Director of Strategy at the Abu Dhabi Systems & Information Centre (ADSIC), where he was responsible for running the e-government strategy, in addition to other projects like the e-maturity 2008, e-awareness, service delivery for people with special needs, and Abu Dhabi Green IT Strategy. Al Humairi also served in Ministry of Presidential Affairs, where he co-founded the Strategic Planning and Performance Monitoring Department, helped in the development of the Ministry's Strategic Plan 2008-2012, and conducted several studies and research projects. Prior to that, he headed the Financial Analysis Section in the Investment Department of the Private Department of the Late Sheikh Zayed bin Sultan Al Nahyan.

 

Khalifa Sagheer Al Ketbi, Acting Executive Director of Housing Services

Al Ketbi holds the position of Acting Executive Director of Housing Services at ADHA. He oversees the implementation and activation of policies and procedures related to the housing services, including eligibility, citizens' relationships and housing benefits through customer service centers across the Emirate of Abu Dhabi. In case of inquiries, he also provides support and advice for the UAE nationals.

Prior to joining ADHA, Al Ketbi was the Head of Human Resources, then Deputy Executive Director at Al Rahba and Al Mafraq hospitals, as well as Director of the Corporate Contracts Unit and Deputy CEO for Operations. He has bagged several awards, including: H.H. Sheikh Saif Bin Zayed Award (Ideal Partner) 2008, Arabian Excellence award 2010 for the development of Emrgency and Response Services project, and the Philippine Presidential Award for Deployment of Overseas Pilipino Workers 2006.

Al Ketbi holds MBA, a Diploma in Human Resources Management ,a BA in International Relations and the Master Degree of Stategic and Security Studies, With all rights and privileges associated with this.

 

Ahmed Badr Al Qubaisi, Acting Executive Director of Housing Loans Sector

Ahmed Badr Al Qubaisi oversees the services offered by the Housing Loans Sector in ADHA, from studying loan applications and following-up with financial institutions, through reviewing various lending programmes and policies. He also contributes to the development of plans and programmes aiming to expand the options available for citizens and diversify the sources of government funding in the Emirate.

Previously, Al Qubaisi held several positions in the Department of Finance, including Head of Residential and Commercial Buildings Loans Directorate. He also served on committees of houses and plots allocation and commercial building financing, as well as a member contributing to the formation of ADHA.

He holds a BSc in Computer Science.
